Food safety legislation for China

In 2017 the National Health and Family Planning Commission of China (NHFPC) set national standards for food contact materials (FMC), applicable in the People's Republic of China. These regulations include general requirements to avoid harm for consumers, described in the general safety standard GB 4806.1-2016 and Good Manufacturing Practice (GMP) in the General Hygienic Specifications for Production of Food Contact Materials and Articles (GB 31603 – 2015). The NHFCP also introduced requirements for the use of additives, described in GB 9685-2016, which is also relevant for food contact adhesive materials. The further product standards are set for other materials and finished products used in contact with food.

The standards relevant for labels include:

  • GB 4806.6-2016 for plastic resins
  • GB 4806.7-2016 for filmic materials
  • GB 4806.8-2016 for paper & boards

The standards are applied based on the label product and application, meaning different requirements for label product selection and Declaration of Compliance (DoC) documentation.
